Atlantic First Nations recommend decentralized water authority

Halifax – The formation of an Atlantic First Nations Water Authority owned directly by First Nations communities has the potential to transform water and wastewater service delivery for First Nation communities in Atlantic Canada, says a report by Halifax Water commissioned by the Atlantic Policy Congress of First Nations Chiefs Secretariat.
The report indicates the preference among the AFNWA is for a full-service decentralized model. It contains an overview and analysis of four alternatives for the corporate structure of the AFNWA ranging from a full-service provider to an oversight role with services contracted to an outside agency. Each alternative is presented with pros and cons and a cost/benefit analysis based on research and feedback.
Conclusions and recommendations are also based on meetings and workshops with First Nations Chiefs, Elders and water system operators.
