Monitoring takeover exceeds water board's authority, lawsuit alleges

California – The state’s Kings County Farm Bureau and two landowners have filed a lawsuit over California’s decision to take over groundwater monitoring in part of the San Joaquin Valley. The State Water Resources Control Board placed the Tulare Lake Subbasin on probationary status in April which put state, rather than local, officials responsible for tracking the amount of water being pumped.
