Expanded water treatment facility in Winkler, Man. would almost triple its volume

Winkler, Man. – The city may be borrowing up to $8 million towards the expansion of its water treatment facility. Council has given first reading to a bylaw which permits the borrowing that would contribute to the overall $13-million project. The Manitoba Water Services Board will fund the remaining $5 million.
